According to Hemmings Blog today, it’s a 1984 Honda Zoe.

It’s timely you posted that. That’s ^^ called the UNO I and made by BPG Motors. Back a page in Post #5011 flapug posted a photo of UNO II.

Just last week they announced UNO III, which was in Motorcyle.com last week. It’s a folding scooter thingy somewhere between UNO I and UNO II.

Yeah, at lower speeds it rides like a self-balancing unicycle, and then as you speed up, it opens up into a motorcycle as you're riding.
