As to your registration question, the only difference between registering a car and a motorcycle is that you sometimes don’t need an insurance certificate for a motorcycle (when you have health insurance)…oh, and you get a smaller license plate.
First though, you need to title a motorcycle in Florida in order to register it in Florida. A title is a certificate that is issued by the state after you prove that you own the motorcycle. You either transfer an existing title or you start from scratch with more documents, like the Bill of Sale. Registering a "titled" motorcycle means registering it for use on the highways...that is, getting a license plate, a little date stamped sticker and a piece of paper that has the motorcycle information (i.e. VIN) that you have to carry. You need to have residency in Florida to title a vehicle in Florida.
Both titles and registrations are handled through the County Tax Collector’s Office in the Florida County that you will reside in. Your drivers license is handled totally separately by the Drivers License Offices of the Department of Motor Vehicle which is different than the Tax Collector. You will definitely be required to have the motorcycle's VIN verified (a Notary does this); you may or may not need to have the motorcycle inspected.
